Through reviewing the pertinent literatures, this article concludes two levels of organizational learning, two stages of the processes of organizational learning and three main influencing factors of knowledge sharing. Based on the forgoing analysis, we build an analysis framework of organizational learning disabilities. We argue that the lack of motivation leads to the cognitive disability of both the individuals and the organizations, and the absence of opportunity and the deficiency ability leads to the behavioral disability. Finally, we put forward some corresponding tactics from the perspective of human resource management to facilitate knowledge sharing and overcome the disabilities of organizational learning in organizations.
