This paper first theoretically analyses social capital and the interactive relationship between social capital and work performance of the diplomats; secondly, it measures the Chinese scientific and technological diplomats by a social capital assessment index proposed by the author; thirdly, it analyses the level of social capital and work performance related to each other and proves that the two factors are in positive correlation; and finally, the paper points out the fundamental way to strengthen the overall capabilities of our scientific and technological diplomats.
