Abstract:Based on the Chinese Employer-Employee Survey Data (CEES), the study has verified that enterprise unions still play a positive role in coordinating labor relations. Furthermore, a cost-benefit analysis framework is applied to explore possible factors affecting the establishment of unions in enterprises through CEES data. The research finds that the probability of establishing a trade union is positively correlated with the size of employees, but negatively correlated with the intensity of collection and payment of trade union dues. Macro data shows that the average scale of enterprises in China has decreased, and the collection and payment of trade union dues has become more strict, all of which are changing in the direction of reducing the number of trade unions. Therefore, this paper puts forward four main policy suggestions to strengthen the construction of enterprise trade unions: ① strengthening the construction of trade union in small, medium and micro enterprises; ② accelerating the construction of smart-union platforms; ③ innovating the collection and payment mechanism of trade union dues and reducing the cost of dues; ④ strengthening the driving role of party organizations in trade unions.
