Experirnmantal knowledge from enterprises is not equal to tacit one, and Learning History is not used to convert tacit knowledge directly. According to organizational learning theories, the table of Learning History developed by Art Kleiner and George Roth was modified to facilitate the conversion of tacit knowledge. The modified table was formed as a scale for practical use of enterprises. Tacit knowledge was distinguished from experirnmantal one in the table. The modified table was used to develop a program of MIS to collect useful data. On the basis of the data, the scale was also analyzed quantitatively.
