LIU Fengzhao,LIN Yuan,MA Rongkang
Based on regional division of innovative labor and from the perspective of technology transaction, we conducted a research on inter-regional technology similarity. We analyzed the mechanism of technology transaction impact on inter-regional technology similarity among different types of transactions, and made empirical test with 30 provinces and municipalities of China as samples. Under the control of the regional R&D difference, foreign direct investment (FDI) difference, as well as other factors of technology flow and inter-regional technical similarity of the previous periods, the results indicated that technology transaction among regions with high technology knowledge has an significant U-shaped relationship with inter-regional technology similarity. Furthermore, either areas with low technology knowledge stocks selling their technologies to areas with high ones or technology transactions among areas with low ones has no significant impact on inter-regional technological similarity.

1168 An Empirical Research on the Impact Mechanisms of Transformational Leadership on Employee’s Learning Behaviors from Failures
LU Yanqiu,PANG Lijun,WANG Xiangyang

Social cognitive theory is applied to explore the impact mechanism of transformational leadership on employee’s learning behaviors from failures based on the context of enterprise innovation failures. Data of 461 employees in 12 high-tech enterprises have been obtained via questionnaire survey method, and then empirical analysis is conducted. The results show that there is a significant positive correlation between transformational leadership and employee’s learning behaviors from failures in the context of enterprise innovation failures. Organizational psychological ownership and perceived organizational support have a partial mediating effect on transformational leadership and employee’s learning behaviors from failures. Such mediating mechanism contains three paths: conduction through the organization psychological ownership; conduction through perceived organizational support; and conduction through effect of the perceived organizational support on organization psychological ownership of conduction.

1187 Research on the Driving Effect of Technological Innovation in China’s High-Tech Industry
YANG Wu,TIAN Xuejiao
The synthesis index of the technology innovation classification and the development classification of high technology industry are carried out through the synthesis index method based on the classical circulation and the growth rate cycle. Vector autoregressive model (VAR), impulse response function and variance decom- position method are used to measure the driving effect of technological innovation in China’s high-tech industries from 1995 to 2015. Results show that both the innovation investment level and output efficiency of technology innovation in China’s high-tech industry have positive roles in the improvement of industrial competitiveness, and the impact of input level is more significant, which indicates that the technology innovation output quality of China’s high-tech industrial is slightly lower. The promotion effect of scientific and technological innovation on the scale of high-tech industry is weaker than the promotion of industrial competitiveness. It shows that China’s high-tech industry has uneven distribution of resources, uneven development and fierce competition environment. Furthermore, the impact of high technology industry competitiveness on the innovation of science and technology has a u-shaped relationship, and the industry scale has a volatility stimulating effect on scientific and technological innovation.

1196 The Moderating Effect of Brand Value Consistency on Consumer Value Co-Creation Intention
ZHU Liangjie,HE Jiaxun,HUANG Haiyang
This paper discusses the mechanism of how brand anthropomorphism promotes the willingness of consumer value co-creation. It is found that only when consumers’ perceived values are consistent with brand values, brand anthropomorphism is more effective in promoting the willingness of consumer value co-creation than non-anthropomorphism. Conversely, there is no significant difference between brand anthropomorphism and non- anthropomorphism. Furthermore, consumer brand engagement mediates such interactive effect on value co-creation. That is to say, when consumer brand values are consistent, brand anthropomorphism can promote consumer brand engagement more than non-anthropomorphism, thus promotes consumer value co-creation intention more effective.

1231 A Method of Information Aggregation in Interactive Evaluation Based on Dynamic and Weighted Network Coherence
ZHANG Faming, XIONG Jieyi
For the problem of information aggregation for multi-phase interactive group evaluation, this paper takes dynamic interactive network as a starting point, presenting a new method of information aggregation in interactive evaluation based on dynamic weighted network coherence. Evaluators are regarded as nodes, and the similarity between two scores given by two evaluators is the connection, hence a network adjacency matrix of weighted and non-directional is constructed. We determine the weights of evaluators by means of network coherence, on this account we aggregate information “horizontally”, giving interactive termination condition combined with the change of closeness. A programming function is devised to calculate the phase weights, “vertically” synthesizing the evaluation results. The method can aggregate group opinions more comprehensively and accurately, which is in line with S-R principle that the stability of evaluation results is also ideal. A case study shows the effectiveness and feasibility of the method.

1240 Dynamic Optimization and Coordination in a Supply Chain of Low-Carbon Goodwill with Advertising and Low-Carbon Competition
YE Tong,GUAN Zhimin,ZHAO Ying,CHEN Dayu
In this paper, a dynamic optimization and coordination problem under dual competition with advertisement and low-carbon considering the dynamic features of low-carbon level and low-carbon goodwill is explored utilizing the differential game theory and method. The supply chain members’ game equilibrium of decentralized and centralized decision- making mode are investigated respectively. Then a compound contract based on profit allocation, revenue and cost sharing is designed. The research shows that the compound contract can achieve the perfect coordination of supply chain under certain conditions. In decentralized decision- making mode, the manufacturer with lower unit production cost can expand the advertisement and carbon emission reduction investment with fiercer competition in advertisement and low-carbon. But the manufacturers can’t expand the investment blindly in centralized decision-making mode. The low-carbon level and low-carbon goodwill of centralized decision are not always higher than that of decentralized decision.

1249 Study on Freight Insurance Decision Making with Consideration of Strategic Consumer Returns in the Pre-Sale
HE Yingying,GUO Chunxiang
Based on the consumer’s strategic behavior, this paper builds a mathematical contrast model about the return freight insurance, studies the pre-sale strategy and the decision-making of the return freight insurance of the newsvendor retailer under the uncertainty of the consumer’s valuation, and obtains the optimal discount coefficient and the optimal refund. The following conclusions are obtained through the numerical simulation with Matlab that whether the retailer buys the return freight insurance for the advance consumers, the optimal refund equals to the unit cost of the products. And after buying freight insurance, the retailer can set a higher advance price and reduce the inventory risk. Only when the return freight is within a very small range, the retailer’s purchase of freight insurance may cause losses, but in most cases, purchase will bring a huge profit to the retailer.

1256 Inland Port Location Problem Considering Path Reliability and Demand Uncertainty
FAN Houming,LI Caiyun,JIANG Xiaodan,XU Zhenlin
Demand uncertainty and route disruption risk are important problems confronting inland port decision makers. To design a robust and reliable inland port locations that interface with road, rail and river networks, this paper employs the methods of scenarios planning and malfunction probability approach with a hub location model. Three different models are developed, including a reliable inland port location model with deterministic demand, a robust and a stochastic inland port location model with uncertain demand. A hybrid simulated annealing - particle swarm algorithm is introduced for solving the problems. Computational results indicate that the proposed robust models perform efficiently in addressing inland port location problem. Moreover, the reliability of the inland port system is inversely proportional to the risk of path failure. Taking account of reliability plays a significant role in reducing the risk of loss to system participants.
