Under the background of China's entry into the WTO, this paper takes six provinces in central China as the study subject. A uniform design is applied to produce the scheme of different talent recruitment strategies, which includes region, organization ownership, subsidy for house purchasing, settling-down allowance, annual salary, position or title allowance, startingup funds for research or project, arrangements for spouse, arrangements for the children and the term of the contract. An optimal talent recruitment strategy is put forward after making a comparison among different samples.
