Abstract:Based on theory of planned behavior, this study verifies the hypotheses by the data collected from 635 street-level public employees of 173 public organizations in 36 districts/counties with a two-wave leader-subordinate matching method, and explores and analyzes the impact mechanism of muti-level contextual variables on street-level public employees’ innovative behavior as well as the moderating role of public service motivation. The multi-level linear regression analysis results show that institutional environment, empowering leadership, affective commitment to change has significant and positive impact on street-level public employees’ innovative behavior from institutional-level, organizational-level and individual-level, respectively. What’s more, public service motivation positively strengthens the relationship between institutional environment and innovative behavior as well as the relationship between empowering leadership and innovative behavior. In addition, public service motivation weakens the relationship between affective commitment to change and innovative behavior.
