Abstract：Set the technological innovation effect of public R&D expenditure as the research objective, this paper proposes a theoretical framework to study the effect of public R&D expenditure. Take China’s national innovation system as the sample, a system dynamics model is constructed to explore the relationships between public R&D expenditure and technological innovation output, and then the effect of public R&D expenditure on technological innovation is simulated and analyzed. Results show that firms’ role as the executive agent of public R&D expenditure is enhancing, while the role of public R&D institutions is weakening. Adjusting the structure of public R&D expenditure is key to fulfill the policy goal of public R&D expenditure.
