This paper defines the regional technology propensities to innovate on behalf of the difference of technology among regions, combines the spatial econometrics theory to improve Pigliaru(1999)’s growth model and establish the new growth model with exogenous propensity to innovate; It tests the spatial correlation and spillovers of technology propensities to innovate based on the regional data of patent applications to, and the results show that it has positive effect on economic convergence among regions.
