IT outsourcing had developed fast during last decade with great risk. In order to better manage risk, a Literal development in IT outsourcing risk of enterprise mitigation system was summarized.  mitigation system could be divided into two subsystems, namely, main subsystem, which includes contracting mechanism, relational governance, organization integration, controlling system, and dynamic cost monitoring; and complementary subsystem, which includes the third party support, optimized outsourcing decision-making, different management style and standardization tools. The system is fit for providing a foundation for establishing the research methodology on the mitigation system for IT outsourcing risk of enterprise and helpful for enriching the literature of enterprise IT outsourcing risk management. 
