Based on the extant studies, we develop a multidimensional conception framework from the philosophical and typological perspective. Then, we discuss the relation between uncertainties belonging to different levels and types. In the ontological level, the core meaning of uncertainty is randomness and disorderliness; in the epistemological level, the core meaning of uncertainty is unpredictability. From the typological perspective, state uncertainty intends to describe the state of environmental elements, effect uncertainty to describe the relationship between environmental elements, and response uncertainty to describe managerial response to environment. Moreover, uncertainty in the epistemological level is affected by the environmental characteristics, perception process and percipient from the uncertainty in the ontological level.
