Abstract:The purpose of this study is to explore leadership behavior that promotes and protect organizational justice (henceforth referred as fair leadership behavior), develop and test the measurement scale of fair leadership behavior. Using multiple research methods including interview, content analysis, exploratory and confirmatory factor analysis, we obtained a conceptual model of fair leadership behavior with three dimensions: fair encouragement, equal participation, and adherence to fairness. We also obtained a scale with good reliability and validity to measure fair leadership behavior. Moreover, we further analyzed the predictive effects of fair leadership behavior on employees’ perceived organizational justice, voice and Counterproductive Work behavior, and tested the hypotheses by taking a questionnaire survey of 204 employees and 48 paired leaders from enterprises.
