基于三阶段DEA的长江经济带创新效率测算及其时空分异特征

摘要 运用三阶段DEA方法,测算分析2001~2016年长江经济带区域创新效率变动规律;同时,比较长江经济带11省市和上中下游地区创新效率的空间聚集差异。研究表明:剔除管理无效率和随机扰动后,长江经济带创新综合效率均值有所上升,但均未实现DEA有效;不论是第一阶段还是第三阶段的测算结果,均显示11省市的创新效率时间变化和空间差异较大;按照上、中、下游的区域划分,第三阶段的测算值最大的为长江下游地区,最小的是长江上游地区,而第一阶段的测算值则是长江中游地区最小,显示出与调整前后的差异;在环境变量对创新效率的影响中,企业R&D经费支出占主营业务收入,对创新效率的贡献率高于人均地区生产总值、财政科技支出占地方财政支出比重,以及市场结构对投入变量的松弛影响。

Abstract:The three-stage DEA method is used to analyze the change of regional innovation efficiency in the Yangtze River economic zone from 2001 to 2016,and the spatial aggregation of innovation efficiency in 11 provinces or cities and reaches of Yangtze River is compared. The results show that the average innovation efficiency of the Yangtze River Economic Belt increased from 0.956 to 0.967,but none of them achieved effective DEA; the results of the first stage and the third stage show that innovation efficiency and time difference in 11 provinces or cities are larger; according to the upper,middle and lower reaches of the regional division,the third stage of the maximum value of the Yangtze River appears in the lower reaches,and the smallest value is in the upper reaches of the Yangtze River region. The first stage of the measured value is the Yangtze River. The proportion of the R&D expenditure in the main business income to the innovation efficiency is higher than that of the per capita area,and the fiscal and technological expenditure is the most significant difference between the environmental efficiency and the environmental efficiency. The proportion of local financial expenditure and the influence of market structure on the relaxation of input variables.
