Abstract:Using panel data of Chinese large and medium-sized industrial enterprises between 2004 and 2009, technical innovation efficiencies of the enterprises are measured and compared from the perspective of ownership differences. The annual analysis based on CCR model shows that the innovation efficiencies of foreign, Hong Kong, Macao and Taiwan investment enterprises are higher than those of domestic enterprises. And redundancies of R&D personnel and expenditure exist in Limited Liability Company, stated-owned enterprises, Hong Kong, Macao and Taiwan investment enterprises and private enterprises. The cross time study of Malmquist Index indicates that indexes of pure technical efficiency changes and technical progress changes are both over 1, presenting high catch-up effect and growth effect, and indexes of technical innovation efficiency changes in foreign, Hong Kong, Macao and Taiwan investment enterprises are comparatively low, illustrating the speed of technical innovation efficiency promotion is slowing down.
