Abstract：By analyzing the foundational relationship of the structured behavior elements of management activities, it is considered that management activities are originally towards the order of Apriori value. Based on the order of organizational values, management behaviors are inevitably towards the divine value, the highest value in the field of Sollen.Furthermore,the feasibility of WUwei management demonstrated by harmony with Tao in an organization is verified through the meaning of Tao, DE, and WUwei in the traditional classic, combined with the order of the organization values.
