How Human Resource Management Promotes the Spiral Development of Strategy

Abstract  Strategy drift has become a common phenomenon in the complex and turbulent environment. In order to understand the causes of strategy drift, we begin with the discussion of strategy logic and patterns. Through the analysis of the limitations of intended strategy and emergent strategy, we find out influencing factors. Then, due to the unpredictable environment, we pay attention to organizational factors. Based on the complex adaptive view, we pull intended strategy and emergent strategy together to formulate the spiral development of strategy. In the end, owing to the links between strategy and cognition, we think HRM has strategic functions. It can promote strategic evolution through organization structure and organizational learning.
