Abstract By reviewing and combing relevant studies both domestic and overseas, and based on the theory of planned behavior, this study defines the connotation of leader voice-taking behavior from the leader perspective and constructs a two-stage leader voice-taking integrated model of intention formation and behavior transformation. The results show that the leader’s voice-taking attitude, subjective norm and perceived behavior control can affect the leader voice-taking intention, and the transformation from leader voice-taking intention to actual voice-taking behavior is moderated by leader’s characteristics, organizational context, and perceived behavior control. Finally, on this basis, the future research direction is prospected from the aspects of conceptual exploration, model expansion, and empirical test.
