The results show that: Bilateral relationship has the strongest positive impact on cooperative innovation performance, unilateral organizational capacity is second, and third-party government funding is the weakest; there is no significant difference in the influence of subjective factors on the explicit/implicit performance of cooperative innovation; in addition, the regional environment plays a positive role in unilateral organizational capacity, bilateral cooperation, and cooperative innovation performance, while the policy environment has significantly negatively adjusted the relationship between third-party government funding and cooperative innovation performance.
