Abstract Informal economy refers to the economic activity in which the final licit product is provided by the informal process unregulated by the government. Informal economy business comes true when the informal economy is seemed as a kind of social need and customer value. The practice of Alibaba witnessed the process of leading informal economy business by values, from the formation of valuesdriven enterprise based on such social innovation and valuesbased leader’s characteristics, to a series practice of management by values, including the construction, realization and development of values, the practice of which eventually lead to the contribution of the enterprise to customers and the growth of the enterprise itself.
