摘要

阐述了元决策的完整概念和内容，着重指出元决策是对决策体制、决策组织、决策目标以及决策程序进行的规划与设计，元决策与具体的决策形成了2层结构，对决策的科学化与民主化会起到有力的支持作用。重点叙述了元决策对决策的组织、决策的总原则、决策的步骤所作的考虑，以及元决策和知识管理的关系。

Abstract：

The comprehensive concept and contents of meta decision-making (MDM) was described. It was emphasized that MDM is a plan and design for the system, organization, goals and procedure of decision-making. A twolevel structure for decision-making consists of MDM and a practical decision, which would facilitate scientific and democratic decision-making. Thinking about organizing, general principles and steps of decisionmaking was given. The relation between MDM and knowledge management was also described.
