Assessment of the Internationalization Degree of National Innovation System in China:
From the Perspective of Network Structure,Behavior of Factors and Performance of Innovation

Abstract:National innovation system(NIS) is based on the networks of scientific research, technological development and technology proliferation. Representative indexes, from which a series of complete data can be collected, was selected to establish a system and the weight of each selected index was determined by way of Principal Component Analysis (PCA). The standard value of each index was determined in terms of the trend in development of NIS in China and the corresponding index of the NIS in United States. It can be concluded from Chinese example that the index of internationalization degree of NIS in China has increased from 14.7% to 49% during the period of 2001 to 2010, the import and export value of high-tech products and the R&D expenditure of foreign-investment enterprises are the main driving factors. Last, the strategies to improve the internationalization degree of NIS of China were discussed.
