In this paper, 214 employees in 7 organizations from three districts of Shanghai are sampled. Most of the participants are from public sectors with a mean tenure of 3.8 years. Correlation analysis and moderated multiple regression are employed to analyze the data. Results show that: (1) surface acting of emotional labor is positively related with job stress; (2)deep acting and automatic regulation strategies are negatively related with job stress; (3) organizational justice significantly moderate the relationships between surface acting/deep acting and job stress. The result of this study is valuable for human resource management in serviceoriented government.
