With the investment increase in technical innovation in the recent years, our scientific and technological level has risen.  But it is seen that the development of science and technology and the management in our most enterprises and the areas are still relatively low.  The management and protection of the intellectual property right in the enterprises, as well as the intellectual property protection state of industrial and mining enterprises were investigated, and the scientific and technology states of development of areas of our country were analyzed.  The proposals and mentality to the next our country enterprise in the technical innovation and the intellectual property rights implementation plan are given.
