Abstract Based on China’s inter-provincial panel data, and by using the threshold regression technology, the study explores the heterogeneous dynamic effects of Internet+’ s on innovation spillover efficiency. The study indicates that:“Internet+” significantly drives regional innovation efficiency, and this positive impact has a certain lag effect; The impact of “Internet+” on regional innovation efficiency is characterized by significant positive and dynamic features of increasing marginal efficiency, confirming that “Metcalfe’s Law” is fully applicable in regional innovation systems; The innovation spillover effect of “Internet+” has a significant heterogeneous dynamic constraint mechanism. Under the economic development and government R&D funding adjustment, the dynamic characteristics of positive and marginal efficiency are presented. Under the constraints of industrial structure, R&D intensity and technology introduction, it indicates the positive U dynamic characteristics, with positive N dynamic characteristics under trade openness.
