Abstract This study constructs a theoretical model of policy adaptation to the entrepreneurial performance of team clusters. The study also compares the effects of innovation diffusion and entrepreneurial network situational orientation, which reflect the characteristics of inter-organizational cooperation, on policy adaptation and team cluster entrepreneurship. A questionnaire survey was conducted with 326 entrepreneurial team clusters as a sample. It was found that policy adaptation can significantly affect the performance of team cluster entrepreneurship, and the different combinations of innovation diffusion and entrepreneurial network context orientation play a regulatory role. The research shows that whether in the entrepreneurial individual and single organization entrepreneurial level or in the inter-organizational cooperation level of the team cluster, only when presenting the diffusion of innovation structure characteristics, the adaptation to current entrepreneurial policies can promote the performance of team cluster entrepreneurship. However, under the external-led entrepreneurial network scenario-oriented, only when presenting the innovative or cognitive diffusion characteristics, the adaptation to future policies can promote the performance of the team cluster entrepreneurship.
