Abstract In light of the framework of total factor R&D efficiency, the innovation efficiency of regional industrial sectors in China was estimated in this study. By analyzing and unequally decomposing influencing factors of regional innovation efficiency, it was found that important factors including endowments, investment in R&D, FDI and trading could contribute to the inequality of regional innovation efficiency in turn. The results suggested that the innovation policy should be developed based on regional conditions. In order to tap innovation potential, human capital should be increased in the eastern region. Furthermore, innovation agglomeration should be promoted in developing potential industries based on the comparative advantages in the central and western regions.
