Abstract For the deficiency which some methods may lose some information of data by the averages of observed indexes, we provide a nonparameter approach to analyze the relationships between the active conditions and its active result(Con-Eff). At the same time, three corresponding mathematical models are given by the following cases: i) all the observed indexes are the bigger the better; ii) all the observed indexes are the smaller the better; iii) some observed indexes are the bigger the better while the others are the smaller the better. Then the meanings, properties and solving methods of these models are explained. Finally, this paper discusses the application of ConEff method in assessing the human resources in colleges.
