Aiming the current problems of environment and resource，a model of the western energy enterprises development in China is given based on Circular economy, in which three environmental resource supply chains and guarantee of Sci-Tech and system innovation policy, and involving multiple cooperation relationships among enterprise, government and supply chains, with the purpose of reducing environmental pollution through increasing resource productivity are considered. This is a development model with economic benefit and environmental efficiency.
