Integration of operating maintenance with emergency one is one of the most important principles of emergency management. In highway maintaining，the convenience and balance should be considered in routine resources location and allocation. Because management cost should be considered, the emergency resources location should be selected from those routine resource locations and the delivery in time should be satisfied. A multi-objective mixed integer programming model is proposed and a genetic algorithm is developed for its solution. A numerical example is given.
