The paper, for the first time, analyses two characteristics existing in the use of human capital: set elements aggregation and bureaucratic Darwinism and proposes a game fair pattern for revenue allocation. The paper further takes C-D production function for an example, deduced the condition and conclusion of cooperative game for material capital to select human capital and elucidated some display signals of human capital.
