The literature points out that emerging technology creates a lot of opportunities for successive countries to catch up and leapfrog. But, there being huge inconsistency between the theory and the practice in some literature. The author developed the concept of "latecomers' unfavorable position" to analyze the inconsistency. And to rethink is needed about the roles of government, firms and customs in the establishment of emerging technology strategies in developing countries, especially in China.
