Equity of health resource allocation in Hubei Province during 13th five-year plan period

Abstract: Objective To analyze the allocation of health resources in Hubei Province during the 13th Five-Year Plan period and the differences in equity, and to provide reference for optimizing the allocation of health human resources. Methods Descriptive analysis of the current situation of health human resources in Hubei Province during the 13th Five-Year Plan period was conducted, and the Atkinson index, Theil Index and agglomeration degree were used to analyze the equity of health human resource allocation in Hubei Province in terms of population and geographical area. Results The number of health technicians, practicing (assistant) doctors and registered nurses in Hubei Province increased year by year. During 13th Five-Year Plan period, Atkinson index in terms of geographic distribution of health technicians, practicing (assistant) doctors, registered nurses was 0.430~0.457, 0.421~0.457, and 0.466~0.474, respectively; and that in terms of population distribution was 0.013~0.042, 0.013~0.036, and 0.028~0.062, respectively. The Theil index between the regions was greater than that within regions, and the difference contribution rate between the regions was >85%. Wuhan enjoyed the highest concentration of health resources, and large differences and inequities in the concentration of health resources across regions were found. There were differences in the equity of health human resource allocation, and population distribution was better than geographical area distribution. Conclusion The 13th Five-Year Plan period witnesses the increased number of health technicians, practicing (assistant) doctors and registered nurses in Hubei Province year by year, and there is difference in the equity of allocation. Distribution by population is better than that by region, and practicing (assistant) doctors are configured more equitably than nurses. Government-dominated allocation of health human resources, reduced disparities, and more nursing human resources to less developed areas are conducive to improving the equity of health resource allocation.
