基于地方政府数据开放的准自然实验，实证检验合作城市政府数据开放对企业跨区域合作创新的影响。研究发现，合作城市政府数据开放对企业跨区域合作创新具有促进作用。机制分析显示，合作城市政府数据开放通过降低企业搜寻与匹配成本促进企业跨区域合作创新。异质性分析表明：合作城市政府开放数据质量越高，平台建设越完善，企业跨区域合作创新水平越高；合作城市政府数据开放对企业跨区域合作创新的影响在民营企业、非高科技企业以及东部地区企业中更为显著。进一步分析表明：合作城市政府数据开放促进了企业跨区域合作创新水平的“量质齐升”；合作城市政府数据开放存在对异地企业区域内合作创新的“挤出效应”。

Using a quasi-natural experiment on local open government data, this study applies a multi-period DID model to assess how partner cities’open government data affect firms’cross-regional cooperative innovation and its mechanisms. The findings suggest that partner cities’ open government data significantly promotes firms’cross-regional cooperative innovation. Mechanism analysis indicates that this occurs by reducing search and matching costs, thereby facilitating cross-regional cooperative innovation. Heterogeneity analysis reveals that higher data quality and better platform construction in partner cities lead to greater levels of cross-regional cooperative innovation. Additionally, the positive effect is more pronounced for private firms, non-high-tech firms, and eastern-region firms. Further analyses show that open government data improves both the quantity and quality of cross-regional cooperative innovation, and prompts firms to substitute intra-regional with cross-regional cooperation.
