为有效解决数据要素流通的难题，聚焦于数据资产登记，探讨其登记内容体系及其规范性。运用文献研究法，借鉴信息资产与自然资源领域的登记实践，并结合信号理论、信息资源管理理论、资产评估理论与数据治理理论，构建由持有主体信息、内容信息、位置信息、价值信息与合规信息组成的数据资产登记内容体系；根据登记内容及问题要求，设计统一的元数据结构与数据字典，用于规范登记内容的表达；从可实施角度，提出由用户界面层、应用服务层、数据持久层与基础设施层构成的数据资产登记系统框架，并给出相应的运行与管理要求。

To effectively address the challenges in data factor circulation, this study focuses on data asset registration and explores its registration content system and the standardization thereof. By adopting the literature research method, drawing on registration practices in the field of information assets and natural resources, and integrating signal theory, information resource management theory, asset valuation theory, and data governance theory, it constructs a data asset registration content system consisting of information on the holding entities, content information, location information, value information, and compliance information.. Based on the registration content and relevant requirements, a unified metadata structure and data dictionary are designed to standardize the expression of registration content. From a practical implementation perspective, a data asset registration system framework composed of the user interface layer, application service layer, data persistence layer, and infrastructure layer is proposed, along with corresponding operational and management requirements.
