将大数据综合试验区设立视为数据要素集聚的外部冲击事件，基于2011~2021年283个城市面板数据，运用多期双重差分模型探究数据要素集聚对城市创业活力的影响。研究发现：数据要素集聚显著提升了城市创业活力，且这种提升作用在基础设施更为完善、人才储备更为丰富的东部地区城市，以及行政级别更高、享有更多资源与政策支持的直辖市、省会城市中更为明显，这些优势可能有助于数据要素集聚效应的充分发挥，从而加速创新创业的进程。机制检验结果表明，数据要素集聚一方面通过促进传统要素效能释放，提升城市创业活力；另一方面，通过推动数据要素协同传统要素共同发挥作用，增强城市创业活力。

Taking the establishment of the Big Data Comprehensive Pilot Zone as an exogenous shock event for data factor agglomeration, this study employs panel data from 283 cities between 2011 and 2021 to construct a multi-period difference-in-differences model to investigate the impact of data factor agglomeration on urban entrepreneurial vitality. The study finds that data factor agglomeration significantly enhances the urban entrepreneurial vitality. Furthermore, this enhancement is more pronounced in eastern cities with better infrastructure and richer talent pools, as well as in municipalities and provincial capitals with higher administrative levels, more resources, and greater policy support. These advantages may help to give full play to the clustering effect of data factors, thus accelerating the innovation and entrepreneurship process. The results of the mechanism test show that data factor agglomeration enhances the urban entrepreneurial vitality in two ways: by promoting the release of the effectiveness of traditional factors and by promoting data factors to work together with traditional factors.
