The structure factors and the knowledge flows modes in regional innovation system(RIS) were proposed. It was seen that there are four kinds of knowledge flows in the system. They are: technological cooperation among enterprises, the knowledge flows between enterprises and institutions, technical diffusion and talent flows. According to those types of knowledge flow, their potential obstacles were analyzed and the measures of their removal were put forward.
