The strategy of relying on excessively low cost to occupy the market has constrained  the development of private enterprises. According to the empirical research of private enterprises in Zhejiang province, it was found that the main factors influencing the technological innovation capability are: the product innovation capability, the process innovation capability, the technician resource, the innovation policies, and the financing environment. These factors are important to foster the technological innovation capability of private enterprises.
