Abstract  By conducting a multi-cases study of 8 university leaders, this study explores the formation and classification of leader’s resource acquisition strategies. This study found that leader’s resource acquisition strategy was the result of interaction among the personal cognition, personal behavior and institutional environment, which formed an interactive mechanism of cognitive identification of institutional environment, cognitive choice of institutional environment, and action under the constraints of institutional environment. Then, based on the interaction, this study proposes three strategies that leaders use in resource acquisition process: compliance strategy, compromise strategy and innovation strategy, the differences among them lie in whether the leader’s cognition and behavior are consistent, and whether the leader’s cognition and behavior follow the institutional environment.
