Abstract  According to the establishment of new environmental Kuznets model and the introduction of spatial econometric model of environmental pollution, this study analyzes the shape of the EKC curves and the influence of institutional arrangement on the shape and turning points, which is on the basis of Chinese Provincial Panel Data from 1998 to 2013.The empirical results show that there are inverted U-shaped curves in the National, Eastern and Western, there is U-shaped curve in the central, and the turning points of each region are different. The property rights institution, distribution pattern and the environment institution can make the EKC curve move to the left, and the turning point is generated ahead of time. The market institution makes the u-shaped curve move to the right, the turning point is generated in delays. The influence of economic opening is unclear. The difference of the environment Environmental EKC curve shape and turning point is obvious for different institutional arrangements in the eastern, central and western. At the same time, tax policy, urbanization level, the environmental investment and technical level all influence the environmental pollution in different aspects. Therefore, it is necessary to break the environmental resource constraints, crossing the EKC curve of the environment through institutional innovation, and then realize the coordinated development of economy and the environment.
Key wordsinstitutional arrangement      economic development      environmental EKC curve      regional difference
