Abstract Based on expectancy theory and organizational citizenship behavior(OCB) this study proposes a model of voice to exam the influence of organizational concern, prosocial motives and impression management motives on voice, as well as the moderating effect of regulatory focus. 370 matched data of employees and their direct supervisors show that organizational concern, pro-social motives and impression management motives are three main motives of voice behavior; they are all significantly positive correlated with both promotive voice and prohibitive voice. Promotion focus and prevention focus play a moderating role in the relationship.
