Abstract If the environment is changing even faster than a plan draft is initiated, does the company need to formulat a strategy? What kind of strategy does it need? And how to conduct a strategic management? These are severe challenges rooting from dynamic environment faced by the strategic management. This research integrated both theoretical contributions of the rational school and irrational school in strategic management, and revealed the strategic decision should include both proactive and reactive decisions within the dynamic environment, and effective strategic management are depended on the integration of strengthened commitment, scientific decision and rapid action. In order to help the strategic manager to decide in what stage and by what methods to make what kind of strategic decisions, this research put forward an effective way to reply the above challenges, which was to divide the strategic decisions into three integrated parts: the strategic commitment, the strategic decision and the strategic action.
