Abstract Through the case study of Yongguang Group, we explore the proposition that, in constant changes of technology and market situation, how latecomer firms choose the main organizational learning mode to promote technological capabilities development due to different developing strategic goals and technological infrastructure. The analysis demonstrates that organizational learning is a deepening dynamic process. There has strong implication between organizational learning mode selection and technological infrastructure, the technological developing level, the technological infrastructure and developing strategic goals of latecomer firms influence organizational learning mode selection, and the main mode in turn influences formation of latecomer firms’ technological capabilities through knowledge accumulating and knowledge applying.
