The paper introduces a new cognition theory, the distributed cognition theory and especially focuses on the convergence process in the “distributing-filtering-converging”systematic process. This paper analyzes three types of convergence in distributed cognition, which are non-center, weak center, strong center according to the location of the decision-making-center and features of the decision-making. Through case study of the theory, we found out that the scientific application of the theory can improve the accuracy of decision-making in the areas of democratic management, cross-discipline problem solving, intelligence collection and analysis and public administration.
