The stable equilibrium is the evolutary direction of nonlinear time-dependent system, it is also time-dependent because the environment parameter is not constant. If outside force exists, a dynamic system with multiequilibrium may depart from the original evolutary trajectory, and then the trajectory catastrophe emerges. An organization of software development is nonlinear time-dependent system, its evolution may be affected by its internal ability、requirements of software、competition and other environment factors. These factors help form the time-dependent equilibrium, direct the organization toward the stable equilibrium, affect the evolutary rate, and result in the rapid growth or perdition, it shows the complexity and multiformity of organization evolution. Based on the analysis of evolutary character of organization of software development, this paper present a strategy with which the organization of software development will evolute to a high ability stable equilibrium.
