With the economy accelerating in China recent years, the development of national economy demands more natural resources, which has stimulated exploration of these kinds of enterprises.  Owing to high profit, they have imposed negative external economy, such as waste of resources, pollution of environment, dislocation of factors, losing of capital of goods and human resources. Some counter measurements should be provided to deal with this problem which includes correct understanding of costs, strengthening management and supervising of natural resources, enhancing cooperating competition and government regulation.
