Management culture is a mixture of management behavior and philosophy, in which the resultant force of culture is used consciously. The form of bicultural psychology structure and the tropism of its explicit and tacit cultural factors, which facilitate or restrict by culture and subculture, are management development mechanism that are facilitated or restricted. The actualization manner of management progressive, cultural structure and tropism process progressive structure and transform and accumulation structure is determined by the duality structure and its functioning manner of management. The core concept of management science and system theory is structuralism, while the one of Chinese culture is holism. Accordingly, emphasizing on structure essence and value of structure movement and transform process, Chinese culture acknowledges that exists the consistency principle of management science in the dynamic conflict between system interior and system exterior, and that exists the structure from dynamic disequilibrium and contradiction movement to relationship of paradox equilibrium.
