基于2010~2021年地级及以上城市数据，以国家知识产权示范城市政策为准自然实验，分析知识产权治理能力对企业进入战略性新兴产业的影响。研究发现：城市提升知识产权治理能力可以吸引企业进入战略性新兴产业。机制检验表明，知识产权治理能力的提升通过增强知识溢出、纾解融资困境和丰富人才供给来驱动企业进入战略性新兴产业。异质性分析发现，在位于东部地区、行政等级较高、市场分割较弱以及针对战略性新兴产业设立知识产权保护中心的城市中，提升知识产权治理能力对企业进入战略性新兴产业的积极作用更显著。进一步讨论表明，增强知识产权治理能力可以促进企业进入战略性新兴产业，进而有助于培育战略性新兴产业集群和提升城市新质生产力，且提高知识产权治理能力的积极影响具有空间溢出效应。

Based on data from cities at the prefectural level and above from 2010 to 2021, this study takes the National Intellectual Property Model City policy as a quasi-natural experiment to analyze the impact of intellectual property governance capacity on the firms’entry into strategic emerging industries. The study finds that strengthening intellectual property governance can attract firms to enter strategic emerging industries. Mechanism tests show that improving urban intellectual property governance capacity drives firms’entry into strategic emerging industries by enhancing knowledge spillovers, alleviating financing difficulties, and enriching talent supply. Heterogeneity analysis shows that the positive effects of intellectual property governance capacity on the firms’entry into strategic emerging industries are more pronounced in eastern cities and cities with higher administrative hierarchies, weaker market segmentation, and intellectual property protection centers for strategic emerging industries. Further discussion suggests that strengthening intellectual property governance contributes to the cultivation of strategic emerging industrial clusters and the enhancement of new quality productive forces by facilitating enterprises’entry into strategic emerging industries. The positive effects of intellectual property governance capacity also exhibit spatial spillovers.
