Abstract This paper investigated 191 civil servants to study the structure of their engagement and the personal factors, job characteristics, organizational interpersonal factors that influenced engagement. Firstly, factor analysis validated the civil servants’ engagement including dedication and vigor. Then the independent sample T test and ANOVA showed that the male had more vigor than female, the older ones, the longer working age ones, the high level employees or the high degree employees had more dedication. The multiple linear regression analysis confirmed that job importance, feedback, job autonomy, supervisor support, coworker support had different promotion effects to dedication, vigor or engagement. But skills variability has not. Finally the paper proposes some human resource management tactics for the government leaders to improve the engagement of civil servants.
