Faced with rapidly changing technical and market environment, knowledge is becoming the important resource for enterprise to response to market opportunities and acquire competitive advantage. High-tech enterprises resolve the problem of knowledge insufficiency by forming up hightech virtual enterprise (HTVE). The paper argues that trans-organizational learning is the main collaborative measure for HTVE and the knowledge management is the keystone. According to the requirement of knowledge management, the systematic framework of knowledge management is put forward from the perspectives of society, culture, and information technology in this paper.
