Abstract  

From the visibility of phenomenon, it is proven that ‘the confusion and order' are a basic condition in management, which are characterized by the universality in management activities and would obey the law of dialectical method and diffusion structural theory, by using the methods and viewpoint of dialectics.  The order management theory is proposed.  Basic fact that culture would influences management was considered.  The order management was divided into two categories: rules and culture.   It is proven that the rules are characterized by material attribute and that culture belongs to spiral field.   That human is the essential relation between rules and culture.  Thus, it is concluded that the both would fellows the law of the unity of opposites the conclusion.  Through the gambling between energy and material, the newly built theory in reality causes the leading energy to obtain the actuation management from the cultural significance to the disorder and the order the basic vein development opportunity,  demonstrates the management activity general rule characteristic and displays its theory construction the basic connotation which has in the philosophy stratification plane.
